U dopisu koji je uputio javnosti, Odbor za standardizaciju srpskog jezika navodi svoje primedbe u vezi sa promenama u normiranju upotrebe srpskog jezika koje najavljuje Zakon o rodnoj ravnopravnosti. Dopis prenosimo u celosti.

Vlada Republike Srbije usvojila je na sednici od 22. aprila 2021. godine Predlog zakona o rodnoj ravnopravnosti i Predlog zakona o izmenama i dopunama Zakona o zabrani diskriminacije i poslala ih Skupštini na usvajanje.

Prvi od tih zakona – Zakon o rodnoj ravnopravnosti – kojim se, kako Vlada navodi “unapređuje institucionalni okvir i stvaraju uslovi za sprovođenje politike jednakih mogućnosti za žene i muškarce” – direktno zalazi u problematiku srpskoga standardnog jezika, jer propisuje, čak pod pretnjom kazni, i upotrebu rodno senzitivnog jezika. A normiranje upotrebe standardnog jezika nije niti može biti u ingerenciji Vlade, nego isključivo u ingerenciji jezičke struke i nauke.

Srbističku struku i nauku u pogledu svih pitanja standardizacije srpskoga jezika predstavlja Odbor za standardizaciju srpskoga jezika. Odbor za standardizaciju srpskog jezika je naučno-stručno telo koje su obrazovale sve institucije sa celokupnog srpskog jezičkog prostora u čijem je delokrugu i briga za očuvanje i negovanje srpskog jezika. Jedan od zadataka Odbora jeste i davanje predloga državnim organima radi svrsishodnih rešenja u oblasti jezičke politike.

Iako se predlagači zakona, sa dvema “ministarkama” na čelu (jednom “ekonomistkinjom” i jednom “fizičarkom”) nisu konsultovali sa Odborom niti su od njega tražili mišljenje o rodno senzitivnom jeziku, Odbor za standardizaciju srpskoga jezika dosad se dvaput oglašavao povodom tog pitanja.

Prvi put 24. februara 2011, kada je doneo Odluku o pitanju imenovanja osoba ženskog pola kao nosilaca određenih zvanja i zanimanja, što se danas najčešće politički imenuje jezikom rodne ravnopravnosti. U toj odluci detaljno je pokazano i obrazloženo kako se u srpskom jeziku treba odnositi prema jezičkim jedinicama ženskoga roda koje služe kao sredstva za imenovanje zvanja, zanimanja, funkcija i sl.

A drugi put 20. oktobra 2017. godine saopštenjem, u kojem je obrazloženo na koji način je jedino iz perspektive lingvistike kao nauke i njenih kriterijuma moguće pristupati aktuelnoj problematici rodno senzitivnog jezika.

Iz teksta samoga Zakona više je nego očigledno da su i “ministarke” kao predlagači zakona i Vlada Republike Srbije oglušili o preporuke Odbora za standardizaciju srpskoga jezika, zasnovane na naučnim osnovama.

Odredbe Zakona o rodnoj ravnopravnosti u suprotnosti su sa celom istorijom norme srpskoga književnog jezika, a samim tim i sa njegovim sistemskim i strukturnim pravilima. Naime, kroz čitavu svoju istoriju srpski književni jezik karakterisala je liberalna, a ne direktivna jezička politika. To znači da se pri normiranju uvek vodilo računa da rešenje bude ne samo u skladu sa strukturom srpskoga jezika nego i da bude (opšte)prihvaćeno u praksi.

Zakon o rodnoj ravnopravnosti podrazumeva direktivnu jezičku politiku, tj. nametanje jezičkih oblika nesvojstvenih tvorbenosemantičkoj strukturi srpskoga jezika (kao npr.: vodičica/vodičkinja, vatrogaskinja/vatrogasilja, psihološkinja, virusološkinja, filološkinja, borkinja…, a šta tek reći za bekicu – “ženu beka”, centarhalfkinju ili centarhalficu?!) ili pak leksičkosemantičkoj strukturi srpskoga jezika (npr.: da li je akademkinja “žena akademac” ili “žena akademik”, da li je trenerka “žena trener” ili “sportska odeća”, da li je generalka “žena general”, “generalna proba”, “generalna popravka” ili “generalno čišćenje”, odnosno: kako glasi oblik za “ženu nosača/nosioca”: nosilica/nosilja/nosiljka; a za “ženu dopisnika” – dopisnica, ili za “ženu govornika” – govornica, i da ne nabrajamo više.

Date i slične lekseme ne da nisu svojstvene srpskom standardnom jeziku, nego predstavljaju nasilje nad njegovim zakonitostima, i potpuno negiranje liberalne jezičke politike. Kao da su se predlagači zakona ugledali na Hrvate, koji godinama izmišljaju reči i na silu ih guraju u jezik.

Dosad su te rogobatne hrvatske kovanice kod Srba nailazile na podsmeh, a sada ni Srbima očito više nije do smejanja. I sami će, ako Zakon zaživi, morati da uče srpski jezik i da budu neologistički kreativni i sami sebi podsmešljivi, a sve radi navodnog poštovanja rodne ravnopravnosti.

To srpskom jeziku i njegovim govornicima nije potrebno. Srpski jezik i strukturno i upotrebno ima samoregulativnu moć. Sve što je potrebno za bogaćenje njegovih izražajnih sredstava – on jednostavno stvara i prihvata bez nametanja. On se prema potrebama razvija stvarajući i nove reči gramatičkog ženskog roda, pa i socijalne femininative, ali mu ih nije moguće nametnuti na silu, po “zakonskom dekretu” kad se to nekome, ko uz to još i nije upućen u jezičke zakonitosti, prohte.

Zato je nedopustivo da se u ime politike ili ideologije sa nivoa države propagira bilo kakav jezički inženjering, a kamoli da se putem zakona nameće javnim i državnim organizacijama rečnik rodno diferenciranog jezika, u kome se nudi mnoštvo reči nesaglasnih strukturi srpskoga jezika, reči koje ne bogate nego urušavaju njegovu strukturu.

Navedeni Zakon je bez sumnje napravljen pod uticajem Brisela. Zato bi se predlagači i Vlada Srbije mogli ugledati na Brisel i kad je u pitanju njegovo (ne)usvajanje. Svedoci smo, naime, da je ovih dana iz Deklaracije o unapređenju socijalne kohezije u Evropskoj uniji uklonjen izraz “rodna ravnopravnost”. Evropska unije eto ne može da se saglasi ni oko upotrebe samoga izraza “rodna ravnopravnost”, a Srbija je požurila da i Zakon o rodnoj ravnopravnosti usvoji. Ovaj Zakon je nesumnjivo ZAKON PROTIV SRPSKOG JEZIKA.

Članovi Odbora za standardizaciju srpskog jezika učestvovali su u izradi Dopuna i izmena Zakona o jeziku i pismima, koji Vlada nije prihvatila. To upućuje na nedvosmislen zaključak: Zakon o zaštiti srpskog jezika i ćirilice nije poželjan, ali je poželjan Zakon protiv srpskog jezika imenovan kao Zakon o rodnoj ravnopravnosti. Usvajanjem Zakona o rodnoj ravnopravnosti šalje se jasna poruka da Vlada misli da srpski jezik ne treba štititi, nego ga treba urušavati “dekretima” države u kojoj je on osnova nacionalnog identiteta.

Odbor za standardizaciju srpskog jezika smatra da je jedini koji može zaustaviti ovo svesno preduzeto nasilje nad srpskim jezikom, nasilje koje negira zakonitosti njegove strukture – predsednik Republike Srbije.

U prvomajskom trobroju lista Blic predsednik Republike Srbije Aleksandar Vučić na prvo pitanje u intervjuu odgovara da ne bi mogao potpisati Zakon o istopolnim zajednicama, ako ga Skupština usvoji, jer je protivan Ustavu naše zemlje. Predsednik Vučić, međutim, nije pominjao mogućnost o nepotpisivanju Zakona o rodnoj ravnopravnosti kojim se obesmišljava struka i diskriminiše veliki broj običnih govornika srpskoga jezika. Ne verujemo da bi predsednik Republike Srbije, u kojoj je većini građana srpski jezik osnova nacionalnog identiteta, mogao potpisati zakon koji je sa jezičkog stanovišta zakon protiv srpskog jezika.

Ubeđeni smo da je i predsednik svestan činjenice da bi – ako se taj Zakon o rodnoj ravnopravnosti u Skupštini i usvoji – on bio u suprotnosti sa Ustavom i Zakonom o zabrani diskriminacije – a njime se uvodi diskriminacija u sam jezik, uvodi se verbalni delikt i cenzura. Jer, nikome se ne sme i ne može zabraniti da iz srpskog jezika bira onu mogućnost izražavanja koja mu najbolje odgovara, pa makar to bili i oblici gramatički neutralnog muškog roda. Upravo ta zabrana i jeste suštinska namera Zakona o rodnoj ravnopravnosti.

Odbor za standardizaciju srpskog jezika protivi se Zakonu o rodnoj ravnopravnosti

U dopisu koji je uputio javnosti, Odbor za standardizaciju srpskog jezika navodi svoje primedbe u vezi sa promenama u normiranju upotrebe srpskog jezika koje najavljuje Zakon o rodnoj ravnopravnosti. Dopis prenosimo u celosti.

Vlada Republike Srbije usvojila je na sednici od 22. aprila 2021. godine Predlog zakona o rodnoj ravnopravnosti i Predlog zakona o izmenama i dopunama Zakona o zabrani diskriminacije i poslala ih Skupštini na usvajanje.

Prvi od tih zakona – Zakon o rodnoj ravnopravnosti – kojim se, kako Vlada navodi “unapređuje institucionalni okvir i stvaraju uslovi za sprovođenje politike jednakih mogućnosti za žene i muškarce” – direktno zalazi u problematiku srpskoga standardnog jezika, jer propisuje, čak pod pretnjom kazni, i upotrebu rodno senzitivnog jezika. A normiranje upotrebe standardnog jezika nije niti može biti u ingerenciji Vlade, nego isključivo u ingerenciji jezičke struke i nauke.

Srbističku struku i nauku u pogledu svih pitanja standardizacije srpskoga jezika predstavlja Odbor za standardizaciju srpskoga jezika. Odbor za standardizaciju srpskog jezika je naučno-stručno telo koje su obrazovale sve institucije sa celokupnog srpskog jezičkog prostora u čijem je delokrugu i briga za očuvanje i negovanje srpskog jezika. Jedan od zadataka Odbora jeste i davanje predloga državnim organima radi svrsishodnih rešenja u oblasti jezičke politike.

Iako se predlagači zakona, sa dvema “ministarkama” na čelu (jednom “ekonomistkinjom” i jednom “fizičarkom”) nisu konsultovali sa Odborom niti su od njega tražili mišljenje o rodno senzitivnom jeziku, Odbor za standardizaciju srpskoga jezika dosad se dvaput oglašavao povodom tog pitanja.

Prvi put 24. februara 2011, kada je doneo Odluku o pitanju imenovanja osoba ženskog pola kao nosilaca određenih zvanja i zanimanja, što se danas najčešće politički imenuje jezikom rodne ravnopravnosti. U toj odluci detaljno je pokazano i obrazloženo kako se u srpskom jeziku treba odnositi prema jezičkim jedinicama ženskoga roda koje služe kao sredstva za imenovanje zvanja, zanimanja, funkcija i sl.

A drugi put 20. oktobra 2017. godine saopštenjem, u kojem je obrazloženo na koji način je jedino iz perspektive lingvistike kao nauke i njenih kriterijuma moguće pristupati aktuelnoj problematici rodno senzitivnog jezika.

Iz teksta samoga Zakona više je nego očigledno da su i “ministarke” kao predlagači zakona i Vlada Republike Srbije oglušili o preporuke Odbora za standardizaciju srpskoga jezika, zasnovane na naučnim osnovama.

Odredbe Zakona o rodnoj ravnopravnosti u suprotnosti su sa celom istorijom norme srpskoga književnog jezika, a samim tim i sa njegovim sistemskim i strukturnim pravilima. Naime, kroz čitavu svoju istoriju srpski književni jezik karakterisala je liberalna, a ne direktivna jezička politika. To znači da se pri normiranju uvek vodilo računa da rešenje bude ne samo u skladu sa strukturom srpskoga jezika nego i da bude (opšte)prihvaćeno u praksi.

Zakon o rodnoj ravnopravnosti podrazumeva direktivnu jezičku politiku, tj. nametanje jezičkih oblika nesvojstvenih tvorbenosemantičkoj strukturi srpskoga jezika (kao npr.: vodičica/vodičkinja, vatrogaskinja/vatrogasilja, psihološkinja, virusološkinja, filološkinja, borkinja…, a šta tek reći za bekicu – “ženu beka”, centarhalfkinju ili centarhalficu?!) ili pak leksičkosemantičkoj strukturi srpskoga jezika (npr.: da li je akademkinja “žena akademac” ili “žena akademik”, da li je trenerka “žena trener” ili “sportska odeća”, da li je generalka “žena general”, “generalna proba”, “generalna popravka” ili “generalno čišćenje”, odnosno: kako glasi oblik za “ženu nosača/nosioca”: nosilica/nosilja/nosiljka; a za “ženu dopisnika” – dopisnica, ili za “ženu govornika” – govornica, i da ne nabrajamo više.

Date i slične lekseme ne da nisu svojstvene srpskom standardnom jeziku, nego predstavljaju nasilje nad njegovim zakonitostima, i potpuno negiranje liberalne jezičke politike. Kao da su se predlagači zakona ugledali na Hrvate, koji godinama izmišljaju reči i na silu ih guraju u jezik.

Dosad su te rogobatne hrvatske kovanice kod Srba nailazile na podsmeh, a sada ni Srbima očito više nije do smejanja. I sami će, ako Zakon zaživi, morati da uče srpski jezik i da budu neologistički kreativni i sami sebi podsmešljivi, a sve radi navodnog poštovanja rodne ravnopravnosti.

To srpskom jeziku i njegovim govornicima nije potrebno. Srpski jezik i strukturno i upotrebno ima samoregulativnu moć. Sve što je potrebno za bogaćenje njegovih izražajnih sredstava – on jednostavno stvara i prihvata bez nametanja. On se prema potrebama razvija stvarajući i nove reči gramatičkog ženskog roda, pa i socijalne femininative, ali mu ih nije moguće nametnuti na silu, po “zakonskom dekretu” kad se to nekome, ko uz to još i nije upućen u jezičke zakonitosti, prohte.

Zato je nedopustivo da se u ime politike ili ideologije sa nivoa države propagira bilo kakav jezički inženjering, a kamoli da se putem zakona nameće javnim i državnim organizacijama rečnik rodno diferenciranog jezika, u kome se nudi mnoštvo reči nesaglasnih strukturi srpskoga jezika, reči koje ne bogate nego urušavaju njegovu strukturu.

Navedeni Zakon je bez sumnje napravljen pod uticajem Brisela. Zato bi se predlagači i Vlada Srbije mogli ugledati na Brisel i kad je u pitanju njegovo (ne)usvajanje. Svedoci smo, naime, da je ovih dana iz Deklaracije o unapređenju socijalne kohezije u Evropskoj uniji uklonjen izraz “rodna ravnopravnost”. Evropska unije eto ne može da se saglasi ni oko upotrebe samoga izraza “rodna ravnopravnost”, a Srbija je požurila da i Zakon o rodnoj ravnopravnosti usvoji. Ovaj Zakon je nesumnjivo ZAKON PROTIV SRPSKOG JEZIKA.

Članovi Odbora za standardizaciju srpskog jezika učestvovali su u izradi Dopuna i izmena Zakona o jeziku i pismima, koji Vlada nije prihvatila. To upućuje na nedvosmislen zaključak: Zakon o zaštiti srpskog jezika i ćirilice nije poželjan, ali je poželjan Zakon protiv srpskog jezika imenovan kao Zakon o rodnoj ravnopravnosti. Usvajanjem Zakona o rodnoj ravnopravnosti šalje se jasna poruka da Vlada misli da srpski jezik ne treba štititi, nego ga treba urušavati “dekretima” države u kojoj je on osnova nacionalnog identiteta.

Odbor za standardizaciju srpskog jezika smatra da je jedini koji može zaustaviti ovo svesno preduzeto nasilje nad srpskim jezikom, nasilje koje negira zakonitosti njegove strukture – predsednik Republike Srbije.

U prvomajskom trobroju lista Blic predsednik Republike Srbije Aleksandar Vučić na prvo pitanje u intervjuu odgovara da ne bi mogao potpisati Zakon o istopolnim zajednicama, ako ga Skupština usvoji, jer je protivan Ustavu naše zemlje. Predsednik Vučić, međutim, nije pominjao mogućnost o nepotpisivanju Zakona o rodnoj ravnopravnosti kojim se obesmišljava struka i diskriminiše veliki broj običnih govornika srpskoga jezika. Ne verujemo da bi predsednik Republike Srbije, u kojoj je većini građana srpski jezik osnova nacionalnog identiteta, mogao potpisati zakon koji je sa jezičkog stanovišta zakon protiv srpskog jezika.

Ubeđeni smo da je i predsednik svestan činjenice da bi – ako se taj Zakon o rodnoj ravnopravnosti u Skupštini i usvoji – on bio u suprotnosti sa Ustavom i Zakonom o zabrani diskriminacije – a njime se uvodi diskriminacija u sam jezik, uvodi se verbalni delikt i cenzura. Jer, nikome se ne sme i ne može zabraniti da iz srpskog jezika bira onu mogućnost izražavanja koja mu najbolje odgovara, pa makar to bili i oblici gramatički neutralnog muškog roda. Upravo ta zabrana i jeste suštinska namera Zakona o rodnoj ravnopravnosti.
