Privrednici traže brže priključenje na struju i unapred definisane sve troškove tog posla – pokazalo je istraživanje koje je NALED sproveo prošlog meseca. Ministarka energetike obećala je da će olakšati proceduru, a rok za priključenje sa 125 dana skratiti na 50 dana.
Istraživanja pokazuju da je na putu do priključka za struju i dalje dosta administrativnih prepreka. Investitori se žale da često i više puta obilaze šaltere raznih službi kako bi pribavili potrebnu dokumentaciju.
“U principu, znači, priključenje, nakon uplate cene, kako su nam ispitanici potvrdili, traje od dva do pet meseci, što smatramo, da je to na neki način vreme koje dosta varira i da se može unaprediti. Pre svega da dokumentacija može elektronski da se razmenjuje. Kako su nam ispitanici rekli, često im je problem što ne mogu i ugovor elektronski da potpišu”, navela je Jasmina Radovanović, šef za imovinu i investicije u NALED-u.
U preduzeću “Elektrodistribucija Srbije” koje je nadležno za priključenje, naglašavaju da je elektronska razmena dokumentacije već dostupna, a da trajanje postupka ne zavisi uvek od njih.
“Investitori koji poštuju te korake i svoje obaveze nemaju nikakve probleme sa priključenjem. Dok investitori koji menjaju građevinske dozvole, menjaju uslove priključenja ne izvrše svoje obaveze na vreme u smislu zaključivanja ugovora, izmirenja finansijskih obaveza – oni dolaze u problem sa priključenjem”, naveo je Predrag Matić, direktor za planiranje i investicije u “Elektrodistribuciji Srbije”.
NALED-ova analiza pokazuje da čak 95 ispitanika smatra da je trošak priključenja nesrazmerno visok u poređenju sa uslugom.
“Troškovi variraju od 80.000 do milion i po dinara. Jedan je primer gde imamo objekat od 1.000 metara kvadratnih u centru Beograda, gde su troškovi priključenja milion i po dinara. Naravno, cena samog priključka zavisi od nedostajuće infrastrukture, od vrste samoga priključka i tako dalje. Ono što je važno, da investitor ima jednu predvidivost, da on prosto može da zna o troškovima koji ga očekuju”, navela je Jasmina Radovanović.
Iz “Elektrodistribucije Srbije” navode da cena priključka zavisi od njegove vrste i tipa.
“Po metodologiji koju je donela Agencija za energetiku tačno je definisano kako se određuju cene kojih vrsta i tipova priključka. Dakle, imamo 38 vrsta tipskih priključaka gde je cena tipizirana i ista je za celu teritoriju Srbije”, naglasio je Predrag Matić.
Treba imati u vidu da za gradnju trafostanica i postavljanje kablova i Elektrodistribucija mora da dobije razne građevinske i lokacijske dozvole i salasnosti od drugih preduzeća, lokalnih i državnih institucija a nerešeni imovinsko-pravni odnosi usporavaju priključenja.
Ministarstvo energetike formiralo je tim za otklanjanje i tih zakonskih barijera.
Brzina dobijanja priključka za struju jedan je od uslova za unapređenje poslovanja i rangiranje Srbije na “Duing biznis listi” Svetske banke. U tom poslu, na toj listi, naša zemlja je sada na 94. mestu što je za 10 mesta bolja pozicija nego pre par godina.
