U Srbiji bi 2021. godine trebalo da bude uspostavljen Nacionalni registar investicionih mapa (NRIM) koji će na digitalnoj platformi GeoSrbija biti dostupan potencijalnim domaćim i stranim investitorima. Osnovni cilj je da se investitorima omogući da na jednom mestu dobiju podatke o opremljenosti lokacija kako bi mogli da odluče da ulože svoj novac. U toku je druga faza realizacije ovog projekta u koji je za sada uključeno 11 lokalnih samouprava među kojima i Čačak. Izrada Nacionalnog registra investicionih mapa deo je projekta naziva “Unapređenje poslovne klime u Srbiji”, koji u našoj zemlji realizuje Republički geodetski zavod (RGZ) uz finasijsku podršku od dva miliona evra Švedske agencija za međunarodni razvoj i saradnju (SIDA). Grad Čačak je od oktobra prošle godine uključen u ovaj pilot projekat sa još 10 lokalnih samouprava. “NRIM podrazumeva da se na digitalnoj platformi RGZ pronađu informacije o potencijalnim lokacijama koje mogu da budu interesantne za buduće investitore kako strane tako i domaće”, objašnjava zamenica gradonačelnika Čačka Milica Dačić. U Regionalnoj privrednoj komori Kraljevo kažu da je NRIM veoma značajan projekat koji će potencijalnim investitorima omogućiti da dobiju sve neophodne podatke kako bi odlučili da ulože svoj novac. “Svaki investitor kada dolazi na naše podoručje u svaku lokalnu samoupravu traži da mu pokažemo lokacije, ako postoje na nekoj mapi. Gradovi i opštine su do sada to radile kroz prezentcije i eventualno svoje sajtove, a sada će na digitalnoj paltformi GeoSrbija imati kompletnu informaciju, prvo za 11 lokalnih samouprava uključenih u pilot projekat, a kasnije i drugim gardovima i opštinama koji budu spremni da se priključe ovoj priči”, navodi direktor RPK Kraljevo Zvonko Tufegdžić. Osobenost registra je da lokacije mogu biti u javnoj, svojini države ili lokalne samouprave, ali i privatnom vlasništvu. Smatra se da se njegovim postojanjem podstiče razvoj privrede, unapređuje poslovna klima i istovremeno povećava transparentnost i smanjuje korupcija. “To je jedan od značajnih aspekata ovog projekta. Pre svega što kompletnu informaciju mogu dobiti preko portala na jednom mestu. Niko drugi ne može da traži nešto više. Smanjuje se mogućnost korupcije i povećava se transparentnost, što jeste jedan od zadataka ovog projekta”, ističe Tufegdžić. Grad
Čačak već ima spremne lokacije i važno je da svi podaci o njima budu prikazani
u budućem registru koji bi, ideja je, trebalo da sadrži i druge informacije za
koje su zainteresovani investitori. „Ideja projekta je da u ovakvom registru imamo i podatke iz Nacionalne službe za zapošljavanje o broju zaposlenih odnosno nezaposlenih lica, da li psotoji kvalifikovana radna snaga za proizvodnju“, kaže Milica Dačić. Prema rečima Milice Dačić, brojni investitori su zainteresovani da proširuju svoje kapacitete i ističe značaj podrške republičkih institucija i javnih preduzeća u opremanju poslovnih zona. Navodi da Vlada Srbije dosta radi na ravnomernom privrednom razvoju tako što investicije stižu u sve delove zemlje. “Prilikom takvih investicija otkrivala se i slabost lokalnih samouprava u smislu neraspolaganja kapacitetima koji su potrebni pre svega da bi se jedna lokacija unapredila, osvremenila, da bi dobila potrebno infratsrukturno opremanje. Iz tog razloga ovaj registar je dobar za sve i za državu i za lokalne samouprave”, zaključuje Milica Dačić. Izrada Nacionalnog registra investicionih mapa, osim ostalog,
doprinosi procesu evrointegracija Srbije i unapređuje aktivnosti na realizaciji
Agende održivog razvoja 2030. Ujedinjenih nacija i kao takav je od izuzetne
važnosti za Vladu Srbije.
