Pandemija koronavirusa pogodila je ekonomije gotovo svih država među kojima je i Srbija, a u posebno u teškoj situaciji našli su se ugostiteljstvo i drumski saobraćaj. Kako bi se najugroženijim sektorima pomoglo Vlada Srbije donela je odluku da se isplati još jedna minimalna zarada vlasnicima preduzeća i preduzetničkih radnji. Sva pravna lica i preduzetničke radnje dobiće minimalac u iznosu od 30. 367 dinara. U narednim danima biće utvrdjen spisak ovih preduzetnika, preduzetničkih radnji i agencija koji imaju pravo na dodelu sredstava. To su restorani i pokretni ugostiteljski objekti , ketering i ostale usluge u pripremi hrane, usluge usluživanja pića, zatim hoteli i ostali smeštaj, iznajmljivanje i lizing automobila, putničke agencije, tur operateri, usluge rezervacije i ostale delatnosti smeštaja u ugostiteljstvu. „Ukoliko preduzetničke radnje i preduzeća imaju delatnosti kao jednu od ovih šifara imaju pravo na još jedan minimalac za svoje zaposlene. Na sajtu ministarstva finansija i Poreske uprave , kao i ministarstva trgovine, turizma i usluga biće objavljen spisak preduzeća i radnji koje imaju pravo i za koje radnike. Poreska uprava, kancelarija za javne uprave će dodeliti namenske račune, a kao i u prethodnim davanjima poslodavci ne mogu da otpuštaju više od 10 odsto radnika u periodu od dana donošenja Uredbe 4. decembra ove, do 31. janura sledeće godine“, pojašnjava Gorana Tanasković iz RPK Moravičkog i Raškog okruga. Prvi paket mera države podrazumevao je direktnu pomoć preduzetnicima u iznosu od tri minimalca kao i odlaganje plaćanja poreza i doprinosa na plate i poreza na dobit i povoljne kredite za preduzeća što je privreda uglavnom iskoristila. Dejan Hristovski vlasnik restorana ističe da je to bio jedini način da se radnicima isplate plate, a da će i ova pomoć dobro doći. „U tom prvom talasu smo radili ketering da bismo opstali, a pomoć države nam je značila da bismo isplatili radnicima plate. I ovu najavljenu pomoć ćemo iskoristiti. Ja nisam otpustio nijednog radnika” kaže Dejan Hristovski, vlasnik restorana”Ćira” . Ovim setom mera, medjutim, nije obuhvaće sve preduzetničke radnje . Mirjana Knežević vlasnica turističke agencije „Lazena”, koja se bavili receptivnim turizmom neće dobiti pomoć, jer se njena preduzetnička radnja ne nalazi na spisku radnji Poreske uprave koje imaju pravo na najavljene državne subvencije . „Ja sam vlasnica turističke agencije koja je do sada bila organizator putovanja i moja turistička egencija je preduzetnička radnja, tako da ja kao vlasnik i jedini zaposleni u toj turističkoj agenciji nemam pravo na pomoć“, kaže Mirjana Knežević, vlasnica turističke agencije „Lazena”. Ova odluka se, kao i u prethodnom setu pomoći privredi, ne odnosi na radnike koji su zaposleni na odredjeno vreme u periodu pre stupanja na snagu ove Uredbe i ukoliko im ugovor ističe pre 31. decembra ove godine . Poslodavci su dužni da ova sredstava iskoriste do 15. februara sledeće godine, u suprotno biće vračena u budžet republike Srbije. Ovu pomoć u iznosu jednom minimalca procenjuje se da će dobiti oko 7000 radnika.
