Evropska banka za obnovu i razvoj (EBRD) povećala je prognozu rasta Srbije za ovu godinu na 6% u današnjem novom izveštaju o regionalnim ekonomskim izgledima. To je duplo više od njene procene iz septembra 2020. kada je predviđala rast od 3,0 procenta. Za 2022. godinu, EBRD očekuje da stopa rasta srpske ekonomija uspori na 3,5 procenta. U prvom kvartalu 2021, srpska ekonomija je, kako se ističe u izveštaju, porasla za 1,7 procenata u odnosu na isti kvartal 2020, podržana snažnim razvojem građevinskog sektora, ali i rastom industrijske proizvodnje, trgovine, transporta i turizma. Rast BDP-a u 2021. godini biće podržan dodatnim vladinim izdacima za zdravsto, subvencijama za zarade i jednokratnim isplatama penzionerima i drugim kategorijama stanovništva, navodi se u dokumentu. Ova međunarodna investiciona i kreditna institucija očekuje oporavak potrošnje u Srbiji nakon pandemije kovid 19 i povećanje javnih investicija u skladu sa nastavkom ekspanzivne fiskalne politike. U tom kontekstu podseća da je vlada, nakon dva paketa podrške tokom prošle godine, usvojila dodatne mere fiskalnih podsticaja u iznosu od 4,5 procenata BDP-a (2,0 milijarde evra) za 2021. godinu. Budžet za 2021. godinu, takođe uključuje značajno povećanje javnih investicija, ukazuje se u izveštaju. Mateo Kolanđeli, direktor EBRD-a za Srbiju i Zapadni Balkan, kaže da su zadovoljni snažnim ekonomskim oporavkom Srbije i da Banka ostaje posvećena pružanju podrške vlastima u održanju ovog ubrzanog rasta. “Jačanje konkurentnosti privatnog sektora, podrška dobro strukturisanim ulaganjima u saobraćajnu i ekološku infrastrukturu, kao i tranzicija ka zelenoj energiji biće ključni prioriteti za bolji rast nakon krize kovid 19“, dodaje on. Generalno, efekti pandemije kovid 19 na srpsku ekonomiju u 2020. godini bili su umereni, piše u izveštaju EBRD-a. Struktura ekonomije, s ograničenim prihodima od turizma i relativno visokim udelom osnovnih dobara u proizvodnoj strukturi, zaštitila je zemlju od dubljeg šoka. Kombinacija velikih vladinih paketa podrške i manje restriktivne mere zaključavanja tokom većeg dela godine, rezultirala je ekonomskom kontrakcijom od samo 1,0 odsto prošle godine, napominje EBRD. Dodaje da je vlada reagovala na pandemiju 2020. godine sa dva paketa pomoći ukupne vrednosti oko 13 procenata BDP-a (5,8 milijardi evra), koji su obuhvatili podršku zdravstvenom sektoru, subvencionisanje zarada, finansijsku podršku građanima, odlaganje poreza i podršku likvidnosti malim i srednjim preduzećima putem šeme kreditnih garancija. Javni dug se povećao za oko pet procentnih poena u 2020. godini, dostigavši 58 procenata BDP-a, navodi se u dokumentu. Što se tiče rizika, prema oceni EBRD-a, oni su uravnoteženi i prvenstveno se odnose na tempo oporavka eksterne potražnje i brzinu sprovođenja projekata javne infrastrukture i strukturnih reformi. Kada je reč o prognozi za ceo Zapadni Balkan, EBRD očekuje da će proizvodnja u ovom regionu porasti za 5,1 odsto 2021. godine, što je odraz snažnih rezultata u dosadašnjem delu godine i nastavka fiskalnih podsticaja. Međutim, kontinuirana neizvesnost u vezi sa ograničenjem putovanja opterećuje izglede ekonomija zavisnih od turizma. Za 2022. godinu se predviđa usporavanje rasta regiona na 3,8 odsto. Što se tiče pojedinačnih ekonomija na Zapadnom Balkanu, EBRD je povećala prognozu rasta Crne Gore za 3,5 procentnih poena (pp) u odnosu na septembar na 6,0 posto za 2021, u Severnoj Makedoniji očekuje rast od 4,0 procenta (povećanje za 1,0 pp u odnosu na septembar), za BiH projektuje rast od 3,5 odsto (za 0,5 pp veći), dok je prognoze za Albaniju i kosovsku privredu ostavila na nepromenjenom nivou od po 4,0 posto. Glavna ekonomistkinja EBRD-a Beata Javorčik izjavila je da iako revidirane prognoze daju razloge za optimizam, ostaje velika neizvesnost u pogledu kretanja kovida 19 Delta soja, koji predstavlja posebno veliki rizik za zemlje koje imaju manji napredak u vakcinaciji, kao i za ekonomije koje se u velikoj meri oslanjaju na međunarodni turizam.
