Nova 2021. godina vlasnicima automobila će, pre svega, doneti početak pune primene novih propisa o ispitivanju izduvnih gasova.
Dugo najavljivane izmene Zakona o bezbednosti saobraćaja bi, takođe, posle dužeg vremena trebalo da se nađu na dnevnom redu Skupštine Srbije. One će svakao uneti značajnije promene u oblasti saobraćajnih propisa, kao i nove regulative koje se odnose na vlasnike i vlasništvo nad automobilima njihovim automobilima. Krenimo redom…
Datum i izduvni gasovi
Mnogi vlasnici polovnjaka uvezenih posle marta 2014, od jula sledeće godine, kada bi trebalo da počne puna primena novih propisa o ispitivanju izduvnih gasova, mogu da se nađu u ozbiljnom problemu. To se odnosi na automobile koji su prvi put u Srbiji registrovani posle 1. marta 2014. godine.
Naime, pravilnikom koji je stupio na snagu 5. jula 2018. godine, doneta su nova pooštrena pravila o tehničkom pregledu vozila. Tehničkim pregledima je dat rok od tri godine, do 5. jula 2021, da se prilagode novim pravilima i nabave potrebnu opremu za merenje količine izduvnih gasova.Dakle, benzinci i dizelaši na koje su srpske tablice prvi put stavljene posle tog datuma, moraće ove 2021. godine da ispune oštrije ekološke standarde od onih koji su bili na snazi prilikom njihove prve registracije, a to podrazumeva:
Dizelaši
Kod automobila koje pokreće dizel motor uvodi se mrenje “dimnosti”, a osnovno pravilo glasi da dizelaši ne smeju da imaju “dimnost” veću od one koju je propisao proizvođač.
Međutim, bez obzira na Euro standard, snagu, kubikažu ili godište, ako je automobil sa dizel motorom u Srbiji prvi put registrovan posle 1. marta 2014. – njegova granica “dimnosti” mora da ima vrednost 1,5 m-1.
Benzinci
Svi automobili koji su prvi put u Srbiji registrovani do 1. marta 2014. Moraju u praznom hodu (leru) da izbacuju manje od 4,5 odsto ugljen-monoksida. Vozila sa karburatorom, prvi put registrovana posle 1. marta 2014. moraju da imaju manje od 3,5 odsto ugljen-monoksida u leru.
Svi ostali benzinci (bez karburatora), put registrovani u Srbiji posle 1. marta 2014, moraju da zadovoljavaju fabričke vrednosti ugljen-monoksida, odnosno one koje je propisao proizvođač.
Šta će se biti sa Euro 3 motorima?
U više navrata i sa više strana moglo se čuti mišljenje da vozila koja imaju Euro 3 motore, 2021. godine neće moći da prođu tehnički pregled. To nije baš sasvim tačno.
Problem će imati oni automobili koji na merenjima ne pokažu vrednosti koje je definisao proizvođač, odnosno koji emituju veće količine izduvnih gasova od deklarisanih.
Tako benzinci sa Euro 3 motorom koji nemaju ispravan katalizator ili im je on skinut – neće moći da prođu tehnički pregled. Euro 3 dizelaši koji nemaju DPF filter, takođe će biti udaljeni sa tehničkog pregleda.
U oba slučaja, reč je o automobilima koji u vazduh izbacuju otrovne čestice i gasove koji zagađuju životnu sredinu. Kod neki takvih automobila, problem bi bio mogao biti otklonjen vraćanjem, odnosno ponovnom ugradnjom katalizatora/DPF filtera ili čišćenjem motora.
Tako benzinci sa Euro 3 motorom koji nemaju ispravan katalizator ili im je on skinut – neće moći da prođu tehnički pregled. Euro 3 dizelaši koji nemaju DPF filter, takođe će biti udaljeni sa tehničkog pregleda.
U oba slučaja, reč je o automobilima koji u vazduh izbacuju otrovne čestice i gasove koji zagađuju životnu sredinu. Kod neki takvih automobila, problem bi bio mogao biti otklonjen vraćanjem, odnosno ponovnom ugradnjom katalizatora/DPF filtera ili čišćenjem motora.
Dugo najavljivane izmene Zakona o bezbednosti saobraćaja (ZOBS), usled epidemije korona virusa, vandernog stanja i izbora nisu dospele u skupštinsku proceduru, pa se očekuje da bi to moglo da se dogodi ove godine. Ovo su samo neki od predloga.
Jedna do stavki koje su najčešće pominjane u vezi sa izmenama ZOBS-a je uređivanje stanja po pitanju učešća električnih tortineta u saobraćaju. A da to sve više postaje neophodnost, budući da je njihov broj poslednjih godina dostigao skoro 50.000. Zbog toga je izmene i dopune Zakona koje se odnose na električne trotinete, pre nekoliko meseci, zvanično predložio i Grad Beograd.
Najčešće pominjano rešenje ovde je ograničavanje brzine kretanja trotineta na do 8km/h, odnosno na brzinu pešaka, ukoliko se kreću trotoarima, pešačkim i pešačko-biciklističkim stazama.
Trotinetima bi, novim zakonskim rešenjima, trebalo potpuno da bude zabranjena vožnja kolovozom, dok bi, prema predlogu, biciklističkim stazama smeli da se kreću brzinama do 35km/h.
Prepravke i oldtajmeri
U najava izmena Zakona pominjano je i da bi neke od najčešćih i najjednostavnijih prepravki, koje vlasnici na svojim automobilima mogu da izvode sami, mogle da budu priznate bez dodatnog atesta. Takođe, određene izmene mogle bi da se odnose i na kuke za vuču, pa bi procedura za njihovu ugradnju mogla da bude pojednostavljena.
Izmene ZOBS-a trebalo bi da obraduju sve vlasnike oldtajmera, kao i one koji planiraju da to postanu.
Izmenama procedura sva papirologija oko njihovog uvoza bi, prema najavama, trebalo da se obavlja na jednom mestu, ljubitelji starijih četvorotočkaša bi ubuduće trebalo da lakše mogu da dođu i do američkih klasika.
Još jedna novina je i to da će, po usvajanju izmena Zakona, svi oldtajmeri dobiti posebne registarske tablice, kojima će se razlikovati od ostalih vozila.
Odgovornost vlasnika
Jedna od najradikalnijih predloženih izmena Zakona o bezbednosti saobraćaja, trebalo bi da bude uvedena, kako su njeni predlagači naveli, iz potrebe za podizanjem odgovornosti vlasnika vozila.
Prema tom predlogu, obaveza vlasnika automobila kojim je upravljao neko drugi, bila bi da, pod pretnjom zakonske sankcije, mora da otkrije identitet onoga ko je vozilom upravljao, ukoliko je njime počinjen saobraćajni prekšaj ili skrivljena saobraćajna nezgoda ili nesreća.
