Rešenje životnih prilika “dece ulice” je začarani krug

Umesto u školske klupe, stotine dece svakog jutra odlazi na raskrsnice kako bi pralo stakla na automobilima, prodavalo novine ili prosilo ispred tržnih centara. A mnoga se onda provlače kroz kolone vozila ne bi li im neko dao nešto novca da imaju, za početak, bar za doručak.

Njihov život je težak, a rešenje njihovih životnih prilika je začarani krug. Jedan od njih je i Emir Kadrijević. Kaže da je sa osam, devet godina prodavao novine na ulicama i skupljao novac za roditelje jer je živeo u lošim uslovima.

“Nije to neka pomoć za njih, ali vredelo je, bar da nešto malo pomognem”, priča Emir.

Jedno od privremenih rešenja jeste odlazak u Svratište za decu, ali oni tu ne mogu biti ceo dan. U Svratištu deca imaju mogućnost da redovno održavaju higijenu i nešto pojedu.

Mina Lukić, koordinatorka Svratišta za decu ulica, kaže da su kupanje i hrana obavezni, a ako imamju vremena onda obavljaju i nešto što se tiče škole. 

“Deca sa kojom mi radimo su deca koja rade i žive na ulici, najveći broj njih živi u naseljima koja su na ivici neuslovnog života”, ističe Lukićeva.

Postoje i ona deca koju roditelji iskorišćavaju tako što ih na silu šalju na ulicu kako bi nešto zaradili, pa je tako 2018. godine Ministarstvo za rad izdalo poseban nalog centrima za socijalni rad kako bi takvu decu brže pronalazili, a neodgovorne roditelje kažnjavali oduzimanjem dece.

Posebni savetnik ministra za rad i socijalnu politiku Dragan Vulević naglašava da procedura podrazumeva da deca budu izolovana od onih koji zlouotrebljavaju roditeljsko pravo ili drugi odnos sa decom, a kasnije organ starateljstva preduzima mere za rehabilitaciju roditeljstva. 

“Uzrok je neadekvatno roditeljstvo i uslovi gde deca odrastaju, a siromaštvo je katalizator”, objašnjava Vulević.

Od maja 2018. godine, 96-oro dece je zbrinuto, što u hraniteljske porodice, što u domove za decu, a za 28-oro je pokrenut sudski postupak za lišavanje roditeljskog prava. 

Emir Kadrijević nas uči kako se teškoće prevazilaze.

“Oni su mi sve dali, knjige, garderobu, da se kupam, jedem. Vremenom su videli da imam razne i dobre ideje, i sada radim sa njima, vršnjački sam edukator, pomažem deci kao što su oni meni ranije pomagali”, kaže Emir.

Emir ima 24 godine. Rastao je na ulici. Danas radi, i dalje pomaže roditeljima. A pomaže i onima koji misle da im je ulica jedina izvesnost.
